This paper analyzes the value choices,means of implementation,value preferences and existing problems of the after-school service policy for primary and secondary schools.The policy aims to solve the“3:30 problem”,promote students' all-round development and reduce parents' burden,and has significant social significance.The means of implementation include school-led and third-party cooperation,and the content is rich and varied,reflecting the value preferences of educational equity and individualized development.However,problems such as ambiguity of the policy text,unitary content,and implementation challenges need to be addressed.It is recommended that the policy text be refined,the service content enriched,and the implementation environment optimized to fully realize the value of the policy.
