The Belt and Road Initiative (BRI) has advanced international talent mobility, fostering growth in sectors like AI, green energy, and biotechnology in China. This study explores how the BRI enhances talent flow and addresses skill gaps, introducing a theoretical framework for aligning educational outputs with industry needs. The findings stress the importance of deeper university-industry partnerships, supported by the BRI, in creating a responsive talent pipeline. Policy recommendations are provided to attract and retain international talent, contributing to China’s technological advancement and competitiveness in emerging industries. This research offers a multi-dimensional approach, integrating educational reforms, international talent mobility, and the strategic goals of the BRI.
